The Harding-Madison Ice Hockey Association is a non-profit, recreational hockey club open to resident children (ages 5 to 15) who want to play ice hockey with their friends, regardless of ability or experience. Our mission is to teach our communities' youth about the game of hockey, sportsmanship, team play and how to be competitive while having fun. We believe this is what recreational sports are all about!
The following guidelines and policies have been adopted by the Harding-Madison Ice Hockey Association Board of Directors in order to maintain a consistent level of program quality and to provide a successful environment for all coaches, players and their families.
All coaches serve under the auspices of the Harding-Madison Ice Hockey Association Board. Our volunteers are expected to set a good example for the community and to uphold and reinforce these guidelines and policies.

Our program will emphasize skills development as well as fair and equal playing time, especially at the mite and squirt levels.
1)      Conducting registration in accordance with USA Hockey and the leagues in which we participate.
2)      Determining the leagues in which we intend to participate, the number of teams, team roster sizes (minimum and maximum) and makeup of each team’s roster, including the ‘splitting’ of players in those levels where we field more than one team.
3)      Maintaining effective relationships with and participating on the Boards / Committees (if applicable) of the leagues and arenas in which we are prime participants. 
4)      Establishing and managing the program budget, including: participant fees; costs for USA Hockey, reimbursement of coach USAH certification fee; rink fees (team and ice); uniforms; special instruction; referees; solicitation of funds from sponsoring towns and, as needed, fund raising. This budget includes limitations to fees each team may incur as a result of rescheduling games. 
5)      Ordering uniforms (jersey, with name; socks) for each participant, based on existing participant information or the registration information provided by new participants. 
6)      Securing additional ice time as may be available at the rinks in which we intend to play and allocating that time equally among our participants. (Referees for non-league games conducted on additional ice may be funded on a case-by-case basis.)
7)      Considering for approval any parent request for a player to “play up” an age level. The Board will consider player safety first, and then the impact on each of the two teams involved.   If approved, parents will have to sign a waiver. (Note: Requests are not encouraged; approved circumstances will be very rare, goalies most commonly involved.)
8)      Designating the Head Coach for each team from solicited interested persons.
9)      Communicating to coaches the inclement weather policies of the arenas in which play.
10) Help raise community awareness about the Alex Bloom Memorial Scholarship Fund as a means to expand participation of those in our communities who, due to financial considerations, may be unlikely to consider playing hockey. (This fund and its scholarships are operated separately from HMIHA. All information is confidential to the Fund.)
1)      All coaches are expected to know the rules of the game and contribute to furthering players’ skill development and overall ice hockey knowledge.  
2)      All coaches should allocate game ice time equally among all players. 
3)      All coaches are expected to abide by the Coach's Code of Conduct at all times.
4)      At least one coach on each team bench will have a current, valid USA Hockey card. All HMIHA coaches are expected to attend the annual USA Hockey certification and education classes (course expense reimbursable by HMIHA.)
5)      At least one member of a team’s designated coaching staff must be in attendance at each game and practice. When a coach expects to be absent, a suitable replacement should be scheduled. If a coach has difficulty locating a substitute, the coach should poll other HMIHA coaches or the Board for guidance.
6)      The Head Coach will designate his/her own assistant coaches, (no more than two assistants for rostering rules, with option to later name a 3d assistant) and will be responsible for the comportment of all coaches at all practices and games. (Game bench coaches restricted to 3 per 7.a, below)
7)      The Head Coach is responsible for all game ice responsibilities such as:
a.       Limiting to three the total number of coaches allowed on the game bench.
b.      Game rescheduling as necessary based on player availability. This responsibility includes awareness of the financial impacts to rescheduling and the need to secure from the Board in advance the ice time available for scheduling make-up games. The Head Coach must also be aware and notify team parents that excessive rescheduling will result in a negative financial budget variance and may require solicitation of additional funds from the team’s parents.
c.       For “Home” games, coordinating parental/adult staffing of the penalty box and scorer’s table.
d.      Completing and submitting scoring sheets, including reporting Mennen score to the MCYHL website in a timely manner. 
e.       At Mennen, obtaining (signing key from front office) and securing the locker room. This includes making sure all players are out of the locker room in a timely manner and that the locker room is left in the same condition after the game as before the game. These tasks may be delegated to parents. 
8)      The Head Coach is encouraged to solicit an administrative volunteer (“manager”) from player parents to assist with team communications and other administrative functions as may be helpful.
9)      It is the coach’s responsibility to inform all parents/players of the team practice and game schedule. If a team cannot field enough players and must forfeit a game, the Board needs to be informed of this event as soon as possible.
10) In cases of inclement weather, coaches are responsible for notifying parents / players of schedule alterations. 
11) Coaches may delegate duties to parents, including a designated team manager. However, the Head Coach retains responsibility.
12) Outstanding individual efforts should be noted only after team performance comments. This includes locker room speeches, print articles and e-mails. Naming of captains is discouraged. USA Hockey recommends not selecting captains until the Midget (high school) level. Coaches should focus on hockey-related activities and not add or display merit-related items on player uniforms.
1)      Submit registration forms and payment by the deadline to ensure rostering. Ensure player jersey size is specified during registration.
2)      Review and abide by the Parent's and Spectator's Code of Conduct at all times.
3)      Know that participant attendance is expected - - please notify the coach (or manager) in advance if you will not be able to attend any practice or game.
4)      Remember that ice time is managed almost to the minute, so please respect the coach’s request that each player be ready (not just physically ‘there’, but fully suited/laced up and ready to skate) ahead of time for each ice event (practices and games.)  
5)      Consider volunteering time to assist your coach and team with communications and other ‘administrative’ details. (Coaches frequently need volunteers for ‘home’ game responsibilities.)
